Government Securities Dealership

Government Securities ("GS") are unconditional debt obligations by a sovereign government such as the Republic of the Philippines. By virtue of being a sovereign issued debt, Government Securities rank superior to other debt instruments in terms of safety and liquidity. They are sold on an outright basis through a primary auction conducted by the Republic's fiscal agent, the Bureau of Treasury (BTR).

Interest income is subject to final withholding taxes of 20% for Treasury Bills and Fixed Rate Treasury Notes. For US Dollar Bonds, interest income is not subject to withholding taxes.

Bangko Sentral ng Pilipinas Circular no. 392 and Circular no. 873 require securities to be delivered to a Third Party Custodian or an SEC authorized central securities depository. PBCOM has nominated Philippine Depository and Trust Corporation (PDTC) as its securities depository. Statements of your bond holdings will be delivered to you by your Branch or an authorized representative.

Government Securities can be only be transacted through a licensed SEC Fixed Income Salesperson. PBCOM is a licensed Fixed Income Broker and can provide two-way prices for Government Securities and SEC registered fixed income products: minimum investment of P 50,000.00 for the Retail Treasury Bonds (RTBs), P 100,000 for Treasury Bills and FXTNs or US$ 100,000 for ROPs.

  • Treasury Bills (T-Bills) Short term borrowing instruments issued by the Philippine Government with original maturities of between 3 to 12 months. They are issued at a discount from the face value and redeemed at the full face value upon maturity.
  • Fixed Rate Treasury Notes (FXTNs) and Retail Treasury Bonds are long term certificates of indebtedness issued by the Philippine Government with original maturities of 3, 5, 7, 10, 15, 20 and 25 years. They yield a fixed rate of interest (coupon) payable semi-annually or quarterly for the entire life of the securities.
  • US Dollar Bonds (ROPs) Long term debt obligations of the Philippine Government, denominated in United States Dollars. These yield fixed rate of interest (coupon) payable semi-annually for the entire life of the securities, normally from 2 to 25 years.
